Notes - When Howard CHASE signs up for WWI Service, he is a widower; and since he dies overseas, he almost surely didn't remarry. So that would seem to rule out Ella EDGETT as a second wife, and she can't be a first wife, since he was a bachelor when he marries Lilia HAZLETT in 1901. So he must have been married to Lilia when Albert is born.
But note first, that when brother Robert's birth is registered, his mother, Lilia, is named; and that second, when Albert's birth is registered (which was done well after the fact since Howard is noted as deceased), the place where the mother should be listed is lined through. So one of two things would seem to be true:
a. Albert was mistaken as to his mother's name. This doesn't seem likely since whoever registered Robert knew Lilia's name; or
b. Albert was the result of a bit of extra-marital hanky-panky by Howard.
There is NB woman of the right vintage named Ella EDGETT, and is was her married name. Also, there is a family legend that Albert was the result of an affair. Thus choice b. would appear to correct.
